May 8, 2023 (9am to 1pm): Monthly Fire Safety and Extinguishing Training at the Ganado Fire Station for the public. Three students completed and passed the training. 3. May 22, 2023 (9am to 4pm): Scheduled ASHI

CPR/AED and Basic First Aid Training for the Ganado and Dilkon Social Services Department. There were 10 participants and passed the training. 2. Exhibit C shows the summary of the different types of Incidents for each month and end of the Year 2023.

D. ACCOMPLISHMENTS: 1. FIRE DISTRICT

a. 06-01-2023: Lt. Peshlakai completed and passed his EMT Basic Refresher Class. He is recertified for the next two years. b. 05-24-2023: Regular Monthly Governing Board Meeting at the Ganado Fire Station Training Room.

E. MAINTENANCE

1. Ganado Fire Station - Lt. Peshlakai is the custodian for Station 1 Building and Apparatus: a. Utility 10 was pulled out of service problems with the Automatic Transmission. b. Tanker 10 was pulled out of service for PTO (Power Take Off) gear issues not engaging. c. Rescue 11 was pulled out of services for hard start relating to the distributor system. d. Attack 10 - Out of service for poor engine performance and determine needs a new engine. 2. Steamboat Fire Station - Lt. Begay is the custodian for Station 2 Building and Apparatus: a. Attack 20 is assigned to Steamboat Fire Station. 3. Klagetoh Fire Station – Lt. Leonard is the custodian for Station 3 Building and Apparatus: a. Utility 11 with a portable slide-in suppression unit has been assigned to Klagetoh Fire Station.

F. TRAINING for FIRE, EMS, and DISPATCH 1. In-house Fire/EMS Training:

a. May 2023 – Operational Personnel do weekly online training through Vector Solutions Software.

August 1, 2023 (9am to 4pm): ASHI CPR/AED and Basic First Aid Training for the Cottonwood Day School employees. There were 21 participants that passed the training. 2. August 7, 2023 (9am to 4pm): Monthly ASHI CPR/AED and Basic First Aid Training at the Ganado Fire Station for the public. Three (3) students completed and passed the training. 3. August 14, 2023 (9am to 1pm): Monthly Fire Safety and Extinguishing Training at the Ganado Fire Station for the public. There were two (2) participants that passed the training. 4.

August 15, 2023 (9am to 4pm): ASHI CPR/AED and Basic First Aid Training for Canyon De Chelly National Park Service employees. There were 12 participants that passed the training. 2. Exhibit C shows the summary of the different types of Incidents for each month and end of the Year 2023.

D. ACCOMPLISHMENTS: 1. FIRE DISTRICT

a. August 14-16, 2023: Lt. Jeremy Begay attended and completed the Arizona approved EMT-Basic Refresher Training. Lt. Begay is recertified as a Arizona EMT-Basic for two years.

E. MAINTENANCE

1. Ganado Fire Station - Lt. Peshlakai is the custodian for Station 1 Building and Apparatus: a. Apparatus assigned to Station One: 1. Staff One (2000 2500 Suburban) 2. Utility 20 (2007 3500 Pickup Truck) 3. Brush 10 (1995 H1 Hummer) 4. Attack 10 (Type 6 Fire Truck) 5. Rescue 10 (2002 Ford Ambulance Unit) b. Apparatus that are out of service: 1. Utility 10: Problems with the Automatic Transmission. 2. Tanker 10: PTO (Power Take-Off) gear not engaging. 3. Rescue 11: Hard start relating to the distributor system. 4. Attack 10: Engine failure and needs a new engine. 5. Tanker 12: Transmission Failure.

F. TRAINING for FIRE, EMS, and DISPATCH 1. In-house Fire/EMS Training:

G. ANNOUNCEMENTS ( Community Training/Presentation and Notification): 1. The next ASHI CPR and First Aid Training is scheduled for October 2 nd , 2023, from 9am to 4pm (6 hours training). 2. The next Fire Safety and Extinguisher Training is scheduled for October 9 th , 2023, from 9am to 1pm (4 hours training). 3. “2023 National Fire Prevention Week” is scheduled for October 8-14, 2023.

Update on Purchase of Apparatuses

Administrative Assistant Marcarlo Roanhorse is assigned the task to follow-up and carryout the task of working with Navajo Nation Division of Community Development (DCD) and Velocity sales representative Micheal Todd. Currently, three water tenders have been delivered to Arizona and fire district personnel Jeremy Begay and Marcarlo Roanhorse have inspected the apparatuses to ensure they meet the safety specs. DCD has submitted invoice for full payment in the amount of $1,634,860.23 to meet the Navajo Nation FY 2023 close out date of September 19, 2023. DCD will be responsible for obtaining the MSOs, the titles of the apparatus, and insurance coverage before donating the items to Ganado Fire District. The water tenders (3) will be ready for pickup by the end of the month. The mini pumpers (3) will be delivered to Arizona by mid October. The ambulances (2) will be delivered to Arizona by December. The goal is to complete the full process and receive all apparatuses by January 2024. Administrative Assistant Marcarlo Roanhorse will provide a summarized update to the board members. STAFF RECOMMENDATION: Staff recommend the support of the board for any administrative tasks to ensure a smooth transaction of receiving these items. Receiving the donations will serve the role of allowing for a quicker response and having a reliable fleet for the next 10 to 15 years. Extend your expressed gratitude to the 24 th Navajo Nation Council, the 25 th Navajo Nation Council, Honorable Council Delegate Vince James, Honorable Navajo Nation President Buu Nygren, Honorable Former Navajo Nation President Jonathan Nez, the local chapters, DCD staff and district personnel.

FINANCIAL IMPACT: The purchase of eight emergency response apparatus will be at the expense of the Navajo Nation. DCD will insure the apparatus for a year. GFD will be required to purchase equipment to supply all eight apparatus.

The monthly financial reports for June 2023 (FY 2023) are completed and June reconciliations are completed for both the National Bank of Arizona account and the Bank of America Account but are lacking necessary reports that the board is required to review before approval of the financial reports. Apache County Treasurer’s office is aware of this issue and was supposed to send additional reports to the district, which the district has yet to receive. Apache County Treasurer’s office has gone through some transitions and currently has one staff training five new staff.

STAFF RECOMMENDATION: Staff recommends tabling the financial reports for June 2023 until all reports have been received by the district administrative assistant and have been added to the board’s board packet.

There were some identified missing transactions from the National Bank of Arizona account and expenses applied to the account that weren’t Ganado Fire District’s expense. They were supposed to send the additional missing reports, correct the identified missing transactions and corrected the journal entries that were miss posted to the Ganado Fire District account. To date, the district has yet to receive any updates or revised reports. Apache County Treasurer’s office has gone through some transitions and currently has one staff training five new staff.
