d. Update on the Purchase of the new Fire Tenders, mini pumpers, and ambulances.

Regular Meeting for June 2023, July 2023 and August 2023 Administrative Assistant Marcarlo Roanhorse is assigned the task to follow-up and carryout the task of working with Navajo Nation Division of Community Development (DCD) and Velocity sales representative Micheal Todd. Currently, three water tenders have been delivered to Arizona and fire district personnel Jeremy Begay and Marcarlo Roanhorse have inspected the apparatuses to ensure they meet the safety specs. DCD has submitted an invoice for full payment in the amount of $1,485,717.20 to meet the Navajo Nation FY 2023 close out date of September 19, 2023. DCD will be responsible for obtaining the MSOs, the titles of the apparatus, and insurance coverage before donating the items to Ganado Fire District. The water tenders (3) will be ready for pickup by the end of the month. The mini pumpers (3) will be delivered to Arizona by mid-October. The ambulances (2) will be delivered to Arizona by December. The goal is to complete the full process and receive all apparatuses by January 2024. Board Member Joe expressed concern of the Navajo Nation coming back to Ganado Fire District to use the new fire apparatus, since they are responsible for obtaining the MSOs, the titles of the apparatus, and insurance coverage before donating the items to Ganado Fire District. Administrative Assistant Roanhorse reaffirmed that it’s the process that the Navajo Nation must follow prior to donating the assets to the fire district. Once the district receives the assets, they will belong to Ganado Fire District. Board Member Begay motion to accept the update on the Purchase of the new Fire Tenders, mini pumpers, and ambulances report provided by Administrative Assistant Roanhorse. 6. NEW BUSINESS a.

Discussion and possible action re: Approval of monthly Financial Report for June 2023 (FY 2023).

Board Member Begay motions to receive the monthly financial report for June 2023. Board Member Joe seconded the motion.

Administrative Assistant Roanhorse states the monthly financial reports for June 2023 (FY 2023) are completed and June reconciliations are completed for both the National Bank of Arizona account and the Bank of America Account but are lacking necessary reports that the board is required to review before approval of the financial reports. Apache County Treasurer’s office is aware of this issue and was supposed to send additional reports to the district, which the district has yet to receive. Apache County Treasurer’s office has gone through some transitions and currently has one staff training fiv e new staff. Board Clerk Etcitty makes alternative motion to table the monthly financial reports for June 2023 to the next regular meeting. Board Member Begay seconded the motion. Voice Vote: Board Clerk Etcitty: Aye, Board Member Joe, Aye, and Board Member Begay: Aye.

Administrative Assistant Roanhorse states there are no attachments available for review. The monthly financial reports for July 2023 (FY 2024) are completed and July reconciliations are completed for both the National Bank of Arizona account and the Bank of America Account but are lacking necessary reports that the board is required to review before approval of the financial reports. There were some identified missing transactions from the National Bank of Arizona account and expenses applied to the account that weren’t Ganado Fire District’s expense. Apache County Treasurer’s office is aware of this issue. They were supposed to send the additional missing reports, correct the identified missing transactions, and correct the journal entries that were miss posted to the Ganado Fire District account. To date, the district has yet to receive any updates or revised reports. Apache County Treasurer’s office has gone through

Regular Meeting for June 2023, July 2023 and August 2023 some transitions and currently has one staff training five new staff. Board Member Joe asked if the fire district will be penalized and does the district has documentation showing that we ’ ve been trying to obtain the necessary reports? Administrative Assistant Roanhorse replied that the district has email threads showing that the district has been trying to work with the county treasures office to obtain the required reports and attempting to seek correction of missing transactions. If you look at the August report, we haven ’ t received anything from the treasurer’s office. Board Member Joe stated that the district needs to reach out directly to the Apache County Treasurer and make a trip down to St. Johns to see what is really going on. Board Clerk Etcitty makes alternative motion to table the monthly financial reports for July 2023 and August 2023 to the next regular meeting or until the problem has been resolved with Apache County Treasurer ’ s Office. Board Member Begay seconded the motion. Voice Vote: Board Clerk Etcitty: Aye, Board Member Joe, Aye, and Board Member Begay: Aye.

September 5, 2023 (9am to 4pm): ASHI Basic Life Support (BLS) Training for Window Rock Unified School District and Ganado Unified School District (GUSD) CTE students. There was a total of 15 students that participated and passed the training. 2. September 11, 2023 (9am to 4pm): ASHI CPR/AED and Basic First Aid Training at the Ganado Fire Station for the public. Seven (7) students completed and passed the training. 3. September 15, 2023 (9am to 4pm): ASHI CPR/AED and Basic First Aid Training for Navajo Nation Department of Transportation (NDOT) employees. There were 12 participants that passed the training. 4. September 18, 2023 (9am to 1pm): Monthly Fire Safety and Extinguishing Training at the Ganado Fire Station for the public. There were two (8) participants that passed the training. 5. September 22, 2023 (1pm to 4pm): “ Stop the Bleeding Training ” for Chinle Unified School District (CUSD) Nursing and Security Personnel. F. TRAINING for FIRE, EMS, and DISPATCH 1. In-house Fire/EMS Training:

a. September 2023 – Operational Personnel do weekly online training through Vector Solutions Software.

G. ANNOUNCEMENTS ( Community Training/Presentation and Notification): 1. The next ASHI CPR and First Aid Training is scheduled for November 6 th , 2023, from 9am to 4pm (6 hours training). 2. The next Fire Safety and Extinguisher Training is scheduled for November 13 th , 2023, from 9am to 1pm (4 hours training).

On October 3, 2023, Ganado Fire District arranged a meeting with Apache County Treasurer Begay at Ganado Fire Station. Fire Chief Woodie and Administrative Assistant Roanhorse waited at the office until 5:30 PM with a no show from Treasurer Begay. On October 4, 2023, Administrative Assistant Marcarlo Roanhorse traveled to St. John and meet with ACT staff Candice. It was expressed that Ganado Fire District Administration and Board had concerns why GFD stopped receiving monthly report, ACH expenditure receipts, Journal Activities, and all regular communications with ACT since June 2023. Apache County Treasuer’s Office has been going though transitions of staff and has three staff, two of them only been on the job for less than three weeks. It was determined that Apache County went though a technology upgrade and loss connect to their phone line and their server had new firewalls restricting a lot of new emails. She entered Fire Chief Woodie and I’s emails to the server bypass and showed that she started receiving our emails back in August 2023. In August 2023, GFD started going through a computer, phone, and technology upgrade. It was determined that there was a new firewall proxy established and caused a lot of restrictions. GFD personnel were not given orientation on how to check the restriction and it was determined that a lot of incoming mail was being caught up in the firewall, which included the ACT. All these matters were cleared up by October 10, 2023. ACT and GFD have strong communication again. Administrative Assistant Roanhorse and ACT Senior Account Candice have been working daily to realign the ACT and GFD’s books. There are a few issues still, but it should be resolved by the end of the year.

Update on Purchase of Apparatuses

Administrative Assistant Marcarlo Roanhorse is assigned the task to follow-up and carryout the task of working with Navajo Nation Division of Community Development (DCD) and Velocity sales representative Micheal Todd. On October 14, 2023, Navajo Nation wired an ACH Wireless Transfer of $2,485,717.20 to Freightliner and the transfer was completed on October 17, 2023. The three water tenders are receiving a graphics design on the side panels of the trucks and door. A picture is included for the board to review. The graphics work will be complete, and the water tenders will be ready for pick up on October 31, 2023. The target goal of pickup is November 1, 2023. The MSOs will be sent directly to Ganado Fire District to drop off with DCD. The mini pumpers are assembled and awaiting the chip for the pumps. The mini pumpers are currently in South Dakota and the chips are expected to be delivered October 25, 2023. Once the Chips are installed, they will go through a series of pump tests and will be delivered to Arizona. The Mini pumpers are anticipated to be deliver to Pheonix by the end of November 2023 and will be ready for pick up in Mid-December. Pictures of the mini pumpers have been attached to the report. Ambulance update will be forth coming its anticipated that they should be delivered to Arizona in January 2024. I have actively been visiting local leadership and previous leadership, thanking them for their efforts and providing an update to the chapters, Navajo Nation Council Delegates and Jonathan Nez. Administrative Assistant Marcarlo Roanhorse will provide a summarized update to the board members. STAFF RECOMMENDATION: Staff recommend the support of the board for any administrative tasks to ensure a smooth transaction of receiving these items. Receiving the donations will serve the role of allowing for a quicker response and having a reliable fleet for the next 10 to 15 years. Extend your expressed gratitude to the 24 th Navajo Nation Council, the 25 th Navajo Nation Council, Honorable Council Delegate Vince James, Honorable Navajo Nation President Buu Nygren, Honorable Former Navajo Nation President Jonathan Nez, the local chapters, DCD staff and district personnel.

LEGAL REVIEW: N/A

FINANCIAL IMPACT: The purchase of eight emergency response apparatus will be at the expense of the Navajo Nation. DCD will insure the apparatus for a year. GFD will be required to purchase equipment to supply all eight apparatus.

Also see the mailing address that corresponds with the Tolleson address.

This was sent previously at the request of the Navajo Nation.

The W9 shows the correct mailing address to match the current invoice. I believe your accounting department will need to update their remittance address in their system with our most recent information. It is possible they are using a remittance address for our service/parts department that has a PO but for the new trucks the Tolleson address is correct and is what matches our W9.

Lydell, Delilah and I review PO 426946. Lydale stated that it was agreed between you and him that the purchase amount would be $2,485,717.20, which is equivalent to $1,069,188.00 for the three (3) Rosenbauer 2K Gal Water Tender, $885,747.00 for the three (3) Rosenbauer Initial Attack Mini Pumpers, and $530,782.20 for the two (2) Medix Type 1 Ambulance. Line 4 of the purchase order in the amount of $149,143.03 was NN Sales tax that would go to the NN Tax Commission for the deliver of goods to the NN. Since Ganado FD will be picking up the goods ourselves, the NN Sales tax do not stand. Please amend your invoice to reflect purchase order for line items 1.00, line 2.00, and line 3.00. Once the invoice is received, Delilah will submit your invoice for payment, and it should be processed within the next two weeks. Please send the updated invoice to us ASAP to ensure we get everything submitted before Friday; the Navajo Nation FY close out date is Friday. Delilah will release the check once she has a good faith letter on file with her office. The MSO will have to be submitted to Delilah to make the request for the titles and obtain insurance for the apparatus. Delilah and I will be the main point of contact for the remainder of the purchase, per Mr. Castillo verbal instruction. If there is anything else we need, please let us know. Thank you.
